Mr. dela Peña has played an important and pioneering role in the following national programs: DOST’s Manufacturing Productivity Extension (MPEX) Program which has been assisting small enterprises since 1991, the Technology Business Incubation (TBI) program, which was initiated in the country also in 1991, and the e-Government Program where he served as Committee Chair from 2001-2004.
He was the Executive Director of the Congressional Commission on Science & Technology and Engineering (COMSTE) from 2008-2009.
He is the Steering Committee Chair of the Philippines e-Library Program and he co-chairs the National Innovation Network (Filipinnovation) which he helped organize in 2008.
